CRA BOARD MEETING

October 5, 2020

7:00 PM

This CRA Board Meeting was conducted utilizing Communications Media Technology in accordance with the Governor’s Executive Order. Some Board and Staff members were present in the Commission Chambers while others were present via the Zoom application to respect the social distancing guidelines.

1.         Mayor Bryant called the meeting to order at 7:09 p.m.

 

2.    CRA BOARD AGENDA APPROVAL

 

                Motion:  Commissioner Davis moved, Commissioner Cornwell seconded, and the motion carried 4-0 to                                                    approve the October 5, 2020 CRA Board Agenda.

 

3.    PUBLIC COMMENT

       None

 

4.    CONSENT AGENDA

        a. Minutes: August 3, 2020, August 6, 2020, September 14, 2020

        b. Legal Bills

 

                Motion:  Commissioner Cornwell moved, Commissioner Davis seconded, and the motion carried 4-0 to                                                    approve the Consent Agenda as presented by staff.

 

   5.  INTERLOCAL AGREEMEEMENT WITH MANATEE COUNTY - LINCOLN PARK POOL (M. Barnebey)

Mark Barnebey, City Attorney, summarized the following details of the Interlocal Agreement with Manatee County for the Lincoln Park Pool.  He stated that the estimated development cost of the project is about 7.1 million dollars.

Attorney Barnebey communicated that the CRA will contribute 28% approximately 2 million dollars, and the annual payments will be around 200,000 thousand dollars over a ten year period. He added that the City will convey approximately 4.5 acres of land for the pool and parking to the County.  He declared that during the last Workshop, the Board asked the value of the 4.5 acres of land, and based on the Property Appraiser’s current evaluation, it is valued at 520,000 thousand dollars. 

 

Attorney Barnebey commented that there are provisions in the agreement that protects the City and CRA if the construction does not begin by October 1, 2021.  The City and CRA may terminate the Interlocal Agreement for the portion of the Lincoln Park property remaining under City’s ownership.  Attorney Barnebey noted that the purpose of this section is if something happens, the CRA will be able to free up their resources to do other projects. Also, if the County stops maintaining and operating the pool during the first 25 years after construction is completed, the CRA will be entitled to a portion of their money back based on a prorated refund of money paid.  Attorney Barnebey stated that if there isn’t any questions, he thinks the agreement is ready for action by the CRA. 

 

Commissioner Cornwell asked where it was written in the agreement that the County will maintained the pool.  Attorney Barnebey responded that it is written in the agreement that if the County doesn’t maintain it, the CRA will be entitled to a portion of their money back.  Commissioner Cornwell questioned why 25 years.  Attorney Barnebey replied that it was negotiated between the CRA and the County.

 

                Motion:  Commissioner Davis moved, Commissioner Cornwell seconded, and the motion carried 4-0 to move                                       to approve the Interlocal Agreement regarding Lincoln Park Pool Project and authorize the  

                                   Mayor/Presiding Officer to execute the Interlocal Agreement and all related documents,                                                    including the deed to the County.

      Mayor Bryant congratulated everyone who worked on the Lincoln Park Pool Interlocal Agreement, and she is excited      

      to complete the process at the Commission Meeting and looking forward to the ground breaking.

 

8.  CRA BOARD MEMEBER'S COMMENTS

      Commissioner Davis stated that he is glad that the pool is coming to a completion.

 

Mayor Bryant adjourned the meeting at 7:21 p.m.
